confidence and communication skills and is of particular importance in a ward such as Harbour

I am happy to support this application as a contribution towards supporting this popular and important cultural event which is well regarded by the local community for the benefits and

enjoyment it brings to the Dymchurch and Romney Marsh area.

This report provides an update on progress at Princes Parade including a high-level summary of the Contaminated Land Assessment carried out by the Councils Environmental Consultant following the decision to remove the hoarding at the Princes Parade site. 

An open tender process has been carried out to seek quotations for the removal of the hoarding and installation of permanent site perimeter fencing.  Details from the tender exercise are provided for three different fencing options.  The benefits and risks of each option alongside the budget required is discussed.

DECISION:

1.         To receive and note report C/23/88.

2.         To agree that the hoarding at Princes Parade be utilised at Otterpool Park LLP as outlined in Section 4 of this report.

3.         To consider the options set out in section 4 of this report and confirm officers should proceed with Option 2a.

4.         To approve the full budget requirement of £70k (Option 2a) from the existing NG19 Princes Parade project capital budget for the installation of permanent site perimeter fencing at Princes Parade as outlined within this report.

5.         Provide a contingency budget of £20K and delegated authority to the Director of Housing and Operations to authorise any additional works required to cover any unexpected events or issues which require a variation to the contracted works.

6.         To approve that a £10k sum be allocated from NG19 for financial year 24/25 to cover any initial repairs following vandalism in the first year, followed by an annual revenue budget from financial year 2025/26 onwards for repairs and maintenance of the fencing.

Reasons for decision:

Report No. C/23/16 provided authority for officers to procure specialist advice relating to the ground conditions and the safe removal of the hoarding at Princes Parade. This work has concluded and the professional advice states that it is safe to remove the hoarding as long as a suitable fence is erected in its place to prevent access to the site. Officers have carried out a procurement exercise to invite prices from the market for the removal of the hoarding and the erection of a number of different types of fencing. The tender for the removal of the hoarding was withdrawn after officers from the council and the Otterpool LLP agreed to reuse the hoarding at Otterpool.

This reportlists an addition to appointments to outside bodies. The Leader has responsibility for overall strategy and leadership.

2.     To add Newchurch Parish Councillor Tony Goode onto the Romney Marshes Area Internal Drainage Board for the remainder of the term 2023/24 as set out in the report.

Reasons for decision:

The Leader is asked to agree the recommendations set out below because he has responsibility for overall strategy and leadership to the outside bodies for 2023/24, acting under delegated powers, the Leader may make or change an appointment of the Council, to an outside body.

The report provides a projection of the end of year financial position of the General Fund revenue budget.

The report set out the financial monitoring information for the Council as at 1 December 2023, i.e., Q3 of 2023/24. The report provided Members with an overview of budget performance, including an overview of reserves and balances, to enable the Committee to take ownership of the budgets and provide robust challenge and scrutiny to Officers on the performance of those budgets. At the end of Quarter 3, there is a favourable end of the financial year projected position of £458k on the Council's revised net revenue expenditure budget, of £22.2m. This position is based on budget activities as at 1 December 2023, projected trends in income and expenditure and changes to Council funding.

REASONS FOR DECISION:

The Cabinet is asked to note the recommendation as it needs to be informed of the Council's General Fund revenue budget position, note the forecast outturn underspend position, and consider any action required as appropriate. Regular monitoring and reporting of the revenue budgets and savings achievements enable decisions to be taken in a timely manner, which may produce revenue benefits and will improve the financial control of the Council.
